Which of the following most accurately describes the problem?

BECAUSE many buses have become surplus, the National Bus Co and Passenger Transport Executives are said to be selling some to dealers instead of for scrap or export. This has upset NALGO's National Transport Committee. Bus branches of the union are being recommended to consider refusing to cooperate in such sales.

The fear is that the buses might be bought by small operators who could run them profitably in the public interest, whereas the big companies could not. NALGO's journal in which this hostility is reported has the ironic title, Public Service.
