Which of the following most accurately describes the problem?

• An applicant was cautioned at a public inquiry in Chester last week that he need not answer certain questions if he felt he might incriminate himself. D. Roberts of Holywell was applying to the North Western LA, Mr. C. R. Hodgson, for a new B licence for a 6-ton tipper to carry quarry, road-making and building materials within 60 miles. There were seven objectors.

He said his vehicle had been operating under a licence owned by a sleeping partner, Mr. David Davis, also of Holywell, and that his brother had been driving it for him. Mr. Davis now wished to operate his own vehicle under the licence. He agreed to forward his logsheets for the last three months to the LA's office.

He produced one letter from Cheshire and North Wales Tarmacadam Co. Ltd. stating it would be prepared to use his services as in the past if the licence were granted.

Mr. Hodgson said as there were no witnesses to support the application it would be refused and he would be making inquiries into the licence question.
