Which of the following most accurately describes the problem?

• The public inquiry into the proposals to increase Forth Road Bridge tolls, which began on Monday in Edinburgh, was told that the Secretary of State for Scotland now accepted that there would be a possible loss of commercial traffic if the c.v. charge was increased to 10s. Whether to use the bridge or take the longer Kincardine route would be a matter for commercial judgment.

Sir Herbert Brechin, chairman of the Forth Road Bridge Joint Board, said that it was now their considered opinion that the approach road liability should be removed from the project thus bringing the cost back to the original estimate.

There are 100 objectors to the proposals, including the Bridge Joint Board, FTA, R HA and local authorities.
