Which of the following most accurately describes the problem?

WE NOW COME to the newest of the Regulations dealing with this subject, namely the Road Vehicle (Headlamp) Regulations 1968, which came into operation on January 11969.

These Regulations require that when a vehicle, which is required to carry headlamps, is being driven on a road, outside a built-up area, during the hours of darkness, a matched pair of headlamps shall be kept lit. In conditions of fog or while snow is falling the law will be complied with, up until January 1 1970, if one fog lamp is kept lit but after that date two permitted lamps will have to be used This Regulation does not apply to a public service vehicle first registered before October 1 1969 or until April 1 1970 to a road clearance vehicle first registered before January 1 1955, in both cases, if one obligatory headlamp is kept lit. For this purpose road clearance vehicle is defined as "a mechanically propelled vehicle used for dealing with frost, ice or snow on roads". Vehicles drawn by another vehicle and snow ploughs are also exempt.

The -two permitted lampsreferred to earlier and which can be used in snow or fog are defined in the Regulations as two fog lamps or one fog lamp and one headlamp (not being an obligatory headlamp) complying with the following conditions: the two lamps shall be fixed at equal distances from the centre of the vehicle and at the same height. In the case of vehicles registered before January 1

1971, the lamps must be 350mm (about 14in.) apart and for those registered after that date the outermost part of either lamp must not be more than 400mm (about 16in.) from the outermost part of the vehicle on the side on which the lamp is placed.

If one fog lamp is used after January 1 1970 in fog or snow then the headlamps must also be kept on. At the present time it is no longer permissible to drive with sidelamps arid one spotlight outside built-up areas except in fog or snow.
