Which of the following most accurately describes the problem?

• Norfolk coach operator Ronald Wymer, who trades as Rotina Travel, has had his twovehicle PSV licence revoked, and has been disqualified from holding or obtaining a licence for a year.

In October 1988, Eastern Traffic Commissioner Brigadier Compton Boyd cut the licence from three vehicles, and renewed it for one year because of maintenance problems.

Revoking the licence, and disqualifying Wymer at a Cambridge public inquiry, Boyd said Wymer had been uncooperative with vehicle examiners because he felt vulnerable about his maintenance standards. These were shown up by the highly dangerous condition of a vehicle inspected in November just after school children had got off it.

Wymer tried to blame previous convictions on ignorance, poor administration and being let down by his family and other employees.

But Boyd said he was satisfied that, for commercial reasons, Wymer had decided to do as he pleased regardless of his responsibilities as an operator. He said Wymer was a "maverick" and that there was no reasonable excuse for his conduct.
