Which of the following most accurately describes the problem?

• In a written decision, the Minister of Transport has dismissed the appeal made by Hants and Dorset Motor Services Ltd. against the decision of the South Eastern Traffic Commissioners, refusing to grant a road service licence for an express carriage service between Basingstoke and Paris. He did not consider it necessary or desirable in the public interest.

The Minister noted that the proposed service to Southampton en route for Paris was sought by the appellants on the grounds that it would provide a facility both for the area from Basingstoke to Southampton, and also from Bournemouth and other places in the West Country.

He agreed with the view of the Commissioners and his Inspector that there was little evidence in support of a service along the route from Basingstoke and that the evidence offered relating to traffic from Bournemouth and the western areas was not greatly relevant in the present context since it was intended to carry this traffic by other services until it reached Southampton, and authorization was not sought for this by way of the present application.
