Which of the following most accurately describes the problem?

Broughty Ferry, to take over the tours and excursion licences presently operated by William Ferrier, Broughty Ferry, was refused by the Scottish Traffic Commissioners in Dundee last week.

The application was opposed by other tours operators, A. W. Watson and Co., R. Dickson (Jun.), Ltd., and W. Alexander and Sons (Northern) Ltd.

Mr. Ferrier said he had been in business as a garage proprietor since 1926. Because of his age, and on medical grounds, he had been advised to come out of the business.

Mr. A. B. Birnie, chairman of the Commissioners, said the evidence of need was insufficient for the granting of a new licence.
