Which of the following most accurately describes the problem?

• Independent recovery operators say a letter sent to them by the RAC last week is interpreted as a veiled threat that the motoring club could withdraw its business.

The letter allegedly hints that the RAC would cease to give business to all Association of Vehicle Recovery Operators' members who represent a quarter of all RAC suppliers: the RAC denies it is threatening this. But the motoring club is accusing AVRO of competing with it and the other major motoring clubs for police removal and recovery contracts.
