Which of the following most accurately describes the problem?

by Patrick Hook • Wandsworth, Barnet, Lambeth and Merton Borough Councils are likely to be unable to enforce bans on overnight street parking of LGVs until later this year. This week police ceased to enforce street truck bans in the capital. Responsibility for enforcing street truck bans moved to the London authorities.

A spokesman for Wandsworth Borough Council, the first authority to start enforcing the rules, says: "We are in discussions with the police about a phased handover but we recognise there may be difficulties about enforcement."

But the authorities will be able to enforce bans in designated Special Parking Areas. All other London authorities declared borough-wide SPAs from Monday's start date (4 July) allowing them to enforce the prohibition on the parking of vehicles over 5 tonnes in most streets between 18:30 and 08:30hrs.
