Which of the following most accurately describes the problem?

5ransport Secretary John MacGregor continues to be greeted by excited crowds wherever he goes, although to be fair they do not always see eye to eye with the transport supremo on every issue.

One recent example was the minister's visit to a conference on European Transport where Greenpeace activists infiltrated the meeting with "screaming briefcases"—business briefcases fitted with concealed loudspeakers and cassettes turned up high. For 10 minutes MacGregor was drowned out by the noise of lorries revving and chants of "No more roads".

The Greenpeace activists who had infiltrated the meeting, Sarah Wise and Clive Bates, were eventually carried away by security to join other protesters outside the building, angry at the Government's £18bn roads programme. Never a dull moment on the MacRoadshow.
