Which of the following most accurately describes the problem?

• Ford Transit minibuses can now be retro-fitted with seatbelts throughout. The 16,000 eight, 12 and I5-seaters built between April 1986 and October 1991—when seatbelts became standard—can be converted using a kit sold through Ford dealers at cost price.

The scheme has been prompted by concern over recent accidents, particularly those involving schoolchildren. However, the M40 crash, in which 12 children and a teacher were killed, involved a crew bus with inward-facing passenger seats—Ford's new scheme applies only to minibuses with forward-facing seats.

-I Ford has loaned a 15-seat minibus to West Midlands Police in order to instruct school teachers in safer driving.
