Which of the following most accurately describes the problem?

IN recent months there have been a number of thefts of both diesel and heating fuel from bulk storage tanks in the South Hants area.

Access to the tank has been made by removing the breather vent on the top of the tank and inserting a powered or bellows operated suction pump. The fuel has been pumped out into 45 gallon barrels already positioned on the back of probably a 16 ton vehicle.

Most companies with these tanks have adequate security for the input valve and the delivery pump but who would think of the breather vent?
