Which of the following most accurately describes the problem?

"IMPROVED quality of service for passengers on London Transport during 1983 went hand in hand with improved financial performance" according to Nick Lester who chairs the London Transport Passengers Committee. He was commenting on the Committee's Annual Report for 1983, which was released last week.

He said it was a credit to London Transport that they had succeeded where British Rail (according to the Central Transport Consultative Committee} had so obviously failed. The advent of the Travelcard in May last year had been "an enormous success" and the spiral in the decline in use of London Transport had at last been halted and reversed. Mr Lester went on to say "Reliability has got better, passenger information — such as the dot matrix indicators on the Northern line — has been improved and the travel environment both on the buses and on the Underground is generally better than it was eighteen months ago."

The report was issued at the same time as the LRT Bill had become law. Changes are now "no longer on the horizon they are expected in the near future."

"It will be the responsibility of the new Passengers Committee to ensure that the improvements which have been achieved during 1983 are safeguarded in the future."
