Which of the following most accurately describes the problem?

THE CONSENSUS reached on May 10 between the Ministers of Transport of the ten Member States of the EEC on seven important subjects will serve as a basis for the common transport policy not only for the coming year but also for the next ten years. That was the gist of the speech made by Guy Braibant, member of the French Council of State (representing Mr Fiterman, the current President of the Council of Ministers of Transport), before the Economic and Social Committee's Section for Transport at its meeting in Brussels under the chairmanship of Maria Weber.

Mrs Weber expressed satisfaction at the important decisions reached under the French presidency. But she also took the opportunity to put forward some criticisms by members of the Committee, who deplored the fact that the Council had not paid more attention to the views of the economic and social interest groups concerning transport policy.
