Which of the following most accurately describes the problem?

A CO-OPERATIVE has been formed by ground transport operators at Heathrow Airport.

Pan Express chairman Peter Charalambos has explained that the Heathrow Airport Carriers Club will not fix prices or interfere with normal trading arrangements between operators and their customers.

He said: "For instance, if one particular carrier is unable to fulfil a job, he will have information at his disposal to be able to pass it over to another member of the club who can.

"The other purpose of the club is to present a unified front on issues such as airport regulations, security, roads and access and anything else relevant to our work on the airport."
