Which of the following most accurately describes the problem?

• Under an agreement, "in liberal terms", signed last week by the UK and Danish Governments no international road haulage permits will be required after the necessary statutory procedures have been completed in both countries. In the meantime applications to make journeys to or through Denmark should continue to be made to the Danish authorities.

Under the agreement cabotage will be prohibited and empty vehicles will be allowed into Denmark to pick up goods only in fulfilment of a contract arranged in advance. Vehicles will be able to carry goods to, from or in transit through Denmark and having delivered goods there will be permitted to pick up a return load. All arrangements are reciprocal.
