• The owner of a Bristol plant hire firm did not exercise any sort of proper supervision for the maintenance of his vehicles and had put forward documents which were described by the Western LA, Mr J. R. C. Samuel-Gibbon, as "highly unsatisfactory".

The proprietor of the firm, CRF Plant Hire Contractors, of Highbridge Road, Bishopsworth, appeared this week before the LA under Section 69 of the Transport Act 1968.

Mr Colin Filer, who was said to have built up his business in two years to a turnover of more than £18,000, had his operator's licence revoked. He was further disqualified from holding any licence for a period of three months.

A DoE vehicle examiner, Mr David Harvey, said Mr Filer brought his two vehicles to a testing station on May 19. Delayed prohibition orders were issued to both the Bedford tippers.

Mr W. J. Aylward, who appeared for Mr Filer, said his client had had an operator's licence for 10 months for two vehicles. His two-year licence would expire in 1973.

Mr Filer had now entered into an agreement for Henlys to carry out maintenance and repairs.

Mr Filer produced some invoices which totalled £437 for repairs carried out, together with standard inspection forms.

Mr Samuel-Gibbon said he could find little or no evidence that could give him any confidence and he was not at all impressed by the evidence put before him.

The LA disagreed with Mr Filer's solicitor that his livelihood was at stake. Mr Filer was engaged mainly in plant hire. It was not absolutely necessary that he should have his own tipper vehicles to operate with the plant hire equipment and the licence was, therefore, revoked.
