Which of the following most accurately describes the problem?

• Because Scania is currently offering a "quiet" bus, SELNEC PTA says that, having regard to environmental issues and noise abatement legislation, it has decided to add a further four single-deck Metro-Scania vehicles to its present fleet of eight. The Authority has also ordered four Pennine single-deck short vehicles of 21ft which seat 25 passengers. These are to be used in areas where it is difficult to operate conventional vehicles. SELNEC has already one Leyland National and expects a further 11 to be delivered by September. Performance of all these three types of single-deck vehicles is to be evaluated over the next year, together with the views of passengers on them.

On the double-deck front the Authority anticipates delivery of the first Leyland this week. SELNEC also says that, although there has been a slight delivery delay of Daimler chassis, from next month onwards, for a period of 20 months, it should be receiving some 500 completed vehicles with a maximum of 40 per month.
