Which of the following most accurately describes the problem?

• Scottish Omnibuses are not to withdraw 26 bus services in the Borders, as talks are still being held with local authorities who are considering subsidies. The routes were scheduled for the axe as they were uneconomical.

An application by Scottish Omnibuses in May to surrender the licences for the 26 routes was approved by the Traffic Commissioners. However, since then local authorities in the Borders have been holding talks with each other and the bus company to discuss the possibility of subsidizing certain routes.

A spokesman for the bus company confirmed that Roxburgh county council had offered to subsidize about half of the routes threatened with closure. A number of these routes passed through other authorities' areas and agreement would still have to be reached with them on subsidy.

Kirkcaldy town council has agreed to pay £6820 as its share of the cost of subsidizing unremunerative rural bus services in Fife.
