Which of the following most accurately describes the problem?

• The trade unions are to put new proposals to the National Bus Company which, it is hoped, will settle a wage claim by 900 bus inspectors and cash clerks in the North. A 20 per cent wage claim has been submitted to the company, with a proviso that there should be a 15 per cent differential between the rates for drivers and inspectors. The unions claim that at present because of wage rates, inspectors are returning to jobs as bus drivers because their earnings could be higher. Mr B. McArdle, an organizer of the Transport and General Workers' Union, said they had new ideas to deal with the position which, he hoped, would be acceptable to the management.
