Which of the following most accurately describes the problem?

WHEN the Draft Transferred W Undertakings (Compensation to Employees) Regulations, 1950, were approved by the House of Commons. last week, the Minister of Transport, Mr. A. Barnes, gave details to Members.

To qualify for compensation, an individual must have served in the industry since January 1, 1940. He can then establish his entitlement to compensation for loss of employment, loss or diminution of employment or compensation rights, and for worsening of conditions. The cause of a claim must arise within 10 years of the date at which the British Transport Commission took over the undertaking in which he was employed.

A claim must be made within two years of the cause arising. Provision is made for the payment of interim amounts. If there be any delay while a claim is being assessed and it is not settled within 13 weeks, the individual can resort to the appeal machinery—an independent board of referees established by the Ministry of Labour.

Drafting of pension regulations is being considered.
