TITLE Senior Traffic Commissioner ORGANISATION VOSA Philip Brown was appointed Eastern Deputy Traffic Commissioner in August 1990, and made full-time Western TO in May 2000. He took up his additional appointment of Senior TO for Great Britain in March 2003, before moving in May 2007 to the South Eastern and Metropolitan Traffic Area.

In March 2009 his role as Senior TO was expanded to make him the first statutory senior TO, with powers to issue directions and guidance to the other TCs. That sounds powerful, but even he remains unclear on how the government envisions the role will function.
