• The Road Haulage Association is confident that it will be ready to offer hauliers advice on "flagging out" some time in February, and early indications are that there will be no legal problems for hauliers who wish to do so.

Before Christmas, RHA director-general Steven Norris held a series of meeting with lawyers to discuss the possibility of UK hauliers registering trucks and setting up bases abroad. Norris is keen to be able to offer operators detailed advice on how to go about flaggingout—and which countries would be the most suitable— before new VED rates are revealed. This is likely to be in the spring Budget, but they could be announced before that.

Karen Dee, head of policy at the RHA, says negotiations about the details are continuing. "This needs to be watertight," she adds.
