The DETR has announced a programine of research to combat congestion, in particular into demonstrating electronic charging of road users. While electronic systems may be the only feasible option on most trunk roads and motorways, local authorities may find paper or cash-based systems better suited to urban areas.

The Department of Trade and Industry has launched the UK's Radio Data System Traffic Message Channel (RDS-TNIC) which can provide accurate information relevant to a driver's current location. Rather than relying on broadcasters transmitting verbal travel bulletins, it provides a continth ms transmission to special vehicle receivers.

The service is currently at the public demonstration stage and will provide information on the corridor between Dover and Manchester for the next two years.
