Which of the following most accurately describes the problem?

AN ANTI-THIEF device connected to the petrol pump has proved an effective weapon in the war against lorry-thieves who have made Italy's motorways the most criminal in Europe.

The latest figures show the total in 1982 had fallen to 43 stolen vehicles — thanks to the device which cuts off the flow of fuel to the pump when the driver removes an electronic key.

In 1979 a total of 103 German lorries with loads worth more than £4m were hijacked or stolen from lay-bys and cafe forecourts.

German insurance firms agreed to cut premiums by 50 per cent in cases where lorries were protected by this electronic mechanism and were even willing to pay 200 DM (£50) towards the cost of 430 DM plus vat and installation.

Italian insurance companies make it obligatory for policy holders to fit the devices. The teach-ins will comprise three sessions covering: • 0-licence provisions.

• The new law affecting 0licences and the detailed environmental changes.

• How the new law will work, application forms needed, and the correct way to make objections and representations.

Also covered will be the changes in numbers and boundaries of Traffic Areas.

Speakers will be from the FTA and the course fee is £35 plus vat per delegate for FTA member companies only. Further information on the venues and dates is available from the FTA's Education and Training department on 0892 883688.
