Which of the following most accurately describes the problem?

NEW COMMERCIAL vehicles will have to have dim/dip lights from October 1986, Transport Minister Lynda Chalker said.

Dashboard lighting controls will not be affected, but the new devices will make it impossible to drive on sidelights alone, which will only work when the ignition is switched off.

"They also give the option of using bright and conspicuous lamps, without the risk of dazzling other road users, in conditions such as well lit streets at night, dull weather or twilight," said Mrs Chalker.

She also reported that the draft proposals published a year ago had received widespread support.
