Which of the following most accurately describes the problem?

WE RECORD with regret the death of Frank Garland, transport manager for Grimsby Fish Merchants Association (CM July 23, 1983) and chairman of the South Humberside and Lincolnshire Institute of Transport Administration centre.

Mr Garland died in a swimming pool while attending the loTA annual conference in Southampton.

At the Grimsby FMA, Mr Garland was responsible for the nightly countrywide distribution of fresh fish from the town.

He started in the transport industry with British Road Services, working his way up from driver to foreman. He later joined the Ross Group as transport superintendent and in 1969 moved to the FMA as transport manager.
