Which of the following most accurately describes the problem?

• Following the implementation of lorry appointment schemes for export services operating from the Royal Docks, the Port of London Authority has published a new leaflet giving full details of all these schemes. From January 10 all exports for the Royal Docks must be prebooked.

Some 12,000 copies of the eight-page leaflet are being distributed to port customers, haulage firms and trade associations. Specially designed to assist hauliers and drivers, the brochure carries a diagram of the docks showing road routeings, lorry parks, refreshment points etc, as well as lists of important telephone numbers and information on how to obtain maximum benefit from the appointment procedures.

Copies of this brochure are freely available from the Docks Manager, Royal Docks, or the lorry control points.
