• No annual publication which aims to cover road transport legislation and operation can hope to remain 100 per cent up to date for long, such is the pace of regulation revisions, but with that proviso The Transport Manager's Handbook, by David Lowe, just published in a 1972 edition, is an invaluable source of guidance on current statutory requirements. It also contains a host of useful operational material, ranging from metric conversion tables and lists of police authorities to a formidable bibliography of publications on transport legislation.
The new edition is larger than the first by over 80 pages, notably through an extension of the section devoted to road traffic law as it applies to commercial vehicles and the addition of a complete new chapter on loads — their distribution, their permitted length and width, abnormal and projecting loads, dangerous loads, and the effect of metrication of bulk loads.
Although the book covers such a wide field, it is in no sense a brief, dry recital of legal requirements; it is easy to read and finds space for helpful discussion of such vexed questions as what "in the habit of" means in relation to claiming hgv drivers' licences without a test.
