Which of the following most accurately describes the problem?

I The Vehicle Inspectorate is illing hauliers they can't put ler trucks through pre-annual ist checks on the same day as booked test because the -actice is adding to booking slays.

Despite promoting the -leas widely in its literature, ie VI has been forced to stop ffering the service in areas here delays are at the longest ecause some hauliers have eon abusing the system.

"Operators have been booking a pm-test on the same day as an annual test. If the truck passes (the pre-test check) it goes on to take the actual test. However, failing vehicles are being immediately withdrawn leaving us with a gap which we cannot fill at short notice," says a VI spokeswoman.

Pre-test checks were introduced to allow hauliers to check their vehicles' mechanical condition prior to their annual test. The advantage to the haulier is that presentation of a failing vehicle is not recorded on his file in the same way as failure at the real test.

"In the areas where delays for a test are at their longest we are saying to hauliers that we will no longer accept a booking for a pre-test check and the annual test on the same day Operators can still book the pre-test the day before," says the spokeswoman.
