Which of the following most accurately describes the problem?

This is International Women's Year, though you might not have thought so had you attended the London area of the Transport Managers' Club last week. Alf Miles, the club's almoner and vice-president, proposed an amendment to the by-laws to exclude applications from suitably qualified females. The proposition was carried overwhelmingly, although the ladies were not without a champion. One member pointed out that there had been two female founder members in the club. (I'll read that again!) When the Association's annual general meeting takes place at Liverpool next month there could be a proposal that the London proposition is written into the national rules. If it has to come up for discussion, I wonder what the atmosphere will be like on the previous evening when the officials will be attending the Liverpool ladies festival?
