DEVELOPMENT Councils may be established in various industries under the Industrial Organization Bill, which has been introduced into the House of Commons. The purpose of the Bill is to give effect to major recommendations of working parties which have been set up by the Government to consider improvements in the organization of certain important industries.

The Development Councils are intended to "increase efficiency or productivity in the industry, to improve or develop the service that it renders, or could render, to the community, or to enable it to render such service more economically."

Industry may be required to contribute financially to the cost of maintaining the Councils, the functions of which are extremely wide. They range from scientific research to the curing of industrial diseases.
