51 ollowing the axing of the Government's road building programme during the Budget this sight will become increasingly rare: a tory minister opening a new road. In this aise, it was the Black Country New Road, officially opened last month by Deputy Prime Minister Michael Heseltine. My advice is to get some vehicles on there quick before the Government changes its mind and flogs off the land to pay for another penny off tax.
