• Operators working as sub-contractors for major civil engineering firms should have a standard national licence, says West Midland Licensing Authority John Mervyn Pugh.
He ruled that a national licence was necessary for such activities when Birmingham based Winacre appeared at a disciplinary inquiry, following allegations that it had been using its eight-vehicle restricted licence to carry for hire or reward.
The company now plans to apply for a standard national licence and has asked for a dispensation until the managing director's son has obtained his Certificate of Professional Competence. The hearing was adjourned.
