• The Bus and Coach Council has rejected the Palmer report proposal to create a single Licensing Authority, saying it would only create "a superfluous layer" of bureaucracy.

The BCC has also slammed the suggestion to authorise local authorities to register bus services: "We have grave misgivings about giving discretionary power to local authorities. This is not a purely administrative decision," says director of public affairs Barry Hoy.

The Association of Metropolitan Authorities opposes this view. "Passenger Transport Executives are responsible for ensuring tendered bus services, so have all the necessary information.
