Which of the following most accurately describes the problem?

THE DEPARTMENT of Transport is launching a publicity blitz to remind operators and local authorities what steps they are going to have to take to cope with the deregulation of the bus industry.

The campaign was due to be launched yesterday (Friday) but may have to be delayed for technical reasons until early next week.

The main thrust of the publicity is to tell operators that they will have to register all the services they want to run commercially after October 26 next year by February 28, including ones they are running at the moment.

The advice to local authorities will spell out what the Transport Act means for them_ The publicity will also remind them that tendering for services to be subsidised will 'tart once operators have registered the services they plan to run commercially.

The Department is also issuing a leaflet aimed at newcomers, like hauliers, who want to take advantage of deregulation to break into the bus market.

It will tell them exactly what they will be required to do to have a chance of operating after the deregulation comes into operation.
