Most recent government figures show there were 313,309 casualties in road traffic accidents in 2001—a fall of 2% on the year before—and 3,405 deaths, a 1% rise on 2000.

The review will look at ways of updating the law on serious driving offences, particularly where death or injury results. Included in the scope of the review are careless driving, dangerous driving, causing death by careless driving while under the influence of alcohol or drugs and causing death by dangerous driving.

Also to be considered will be the role of manslaughter in dealing with serious cases of bad driving that result in death. These will take into account government proposals for changes to the law on corporate manslaughter.
