PROVISIONAL figures showed that in England and Wales during 1963 there were 2,867 prosecutions under the Motor Vehicles (Construction and Use) Regulations for the unlawful emission of smoke. Mr. Christopher Woodhouse, Under Secretary at the Home Office, who gave this figure in the Commons last week, added that it was not known how many prosecutions were successful.
