HATJLIERS sending trailers to Belgium and Italy under TIR carnets are not obliged to provide authenticated photographs of the trailers for the Customs authorities,. This has been established by the Ministry of Transport at the request of the Road Haulage Association. From time to time, the Association reports, trailers sent to the Continent have been delayed because photographs were not available.

Under the Convention governing the issue of TIR certificates of approval, the issuing authority decides if photographs are necessary. If they are not required authorities in countries visited under the carnets are not entitled to ask for them.
