Which of the following most accurately describes the problem?

AUSEFUL new device, known as the Topsel Unit, is being marketed by E. M. Francis, Ltd., 36, Heathcote Grove, Chingford, London, E.4, for the purpose of handling accumulator acid and distilled water, although, in slightly modified form, it can be used for all liquids except hydrofluoric acid. In this form it will be sold under the trademark, Nefil.

The Topsel Unit consists of two large jars on a metal base and hermetically sealed by a top plate supported on four metal pillars. On this plate is an ordinary metal air pump to inflate a stout rubber bladder in one jar. There is a knurled washer which acts as a release valve for deflating the bladder. The two jars are interconnected by an air duct in the plate.

To operate the device, the liquid jar is filled by deflating the bladder in the other jar, and the liquid is expelled by inflation of the bladder; thus the liquid jar can never be over-filled and it is impossible for any liquid to obtain access to the bladder jar or for the parts to be affected by fumes. The trade price is 22 9s. 6d.

The company has for some years also sold the Acfii pump at 21 8s. 6d. This fits into the top of a carboy and has a capacity of about two gallons per rainute.
