Which of the following most accurately describes the problem?

• The receivers

at Gamwell Engineering, of Aston, Birmingham, have been severely cr. ticised by West Midland LA John Mervyn Pugh for failing to return the company's 0-licence and licence identity discs to the Traffic Area.

Revoking the company's threevehicle licence at a Birmingham public inquiry, Mervyn Pugh said the Traffic Area had written to the receivers asking them to return the licence and discs. No reply was received. He was particularly perturbed that the receivers had not reported to him.

Every operator who went out of business had a duty to return his 0-licence and discs, and this also applied to receivers, said Mervyn Pugh. It was unfortunate that so much public money had been spent in the present case in trying to get the return of those documents.
