Which of the following most accurately describes the problem?

HAULIERS were waiting this week to learn whether Transport and General Workers Union drivers would be instructed to refuse to move coal stocks for the duration of the miners' strikes.

The Union was deciding its strategy as we closed for press on Tuesday, but the Road Haulage Association was advising its members in advance that they should decide their own strategy.

It said the industrial action, if decided upon, would be illegal, and if operators wished they could seek court injunctions to try to make their drivers work normally.
