Which of the following most accurately describes the problem?

MR. J. J. COX, director of Dyggor Gaylord Ltd., of Ilkeston, told me his firm operated about 30 B-licensed and a number of C -licensed vehicles. The company are substantial civil engineering and roadbuilding contractors. Mr. Cox is an enthusiastic user of a Skandia A8 Autocrane capable of lifting 34tons at short radius. "It's the finest thing of its kind on the market", was his opinion. "We installed it ourselves without difficulty and it has been no trouble at all in use. This crane is two years old and it has required no maintenance expenditure, though it is kept hard at work.

"A driver can master the Skandia's controls in an hour, easily", Mr. Cox went on. "Sensibly handled there is nothing to go wrong. We use the crane for all types ofjobs —handling machinery, loading stores and for field work. The crane weighs about 2 tons, so that road fund taxation costs more, but we think it's a well justified expense and we're considering buying another."
