THE international group of the RHA has emphasized that Association membership does not, of itself, qualify a haulier for immediate admission to the TIR scheme. It has also been agreed that the TIR department should pay greater regard to the financial assets of applicants, and where in doubt should demand banker's guarantees for as much as £10,000.
