Which of the following most accurately describes the problem?

of paper qualifications in transport subjects? How many who obtain recognized qualifications only five years or so ago are still "professionally" competent?

A This is a difficult question. Admittedly,

examination diplomas are no substitute for practical experience. But professional studies do help practical men to obtain a greater insight into their jobs and the wider problems of their business. The current trend is very Much in favour of the professionally qualified man and this applies as much to the driver or craftsman as to thetransport manager.

Examination standards in many subjects are being progressively raised and for this reason alone it is true to say that qualifications obtained in earlier years may be neither relevant nor adequate today. Examination successes too often depend on a good memory but it would be unlikely that a person who qualified several years ago retained all the detailed knowledge that contributed to his successful examination results.

It is perhaps a straw in the wind that some educationalists believe that professional qualifications should lapse after five years unless the holder is successfully re-examined. Indeed, a nuclear research institute in France has already proposed this untraditional but logical step.
