Which of the following most accurately describes the problem?

THE DECISION by the European Commission to override a proposal by Austria regarding the transit of certain types of vehicle through its country appears to have met with general approval, not least by our own Freight Transport Association (CM 16 August, Cargo ban off limits).

The Austrians had based their argument on local ecological considerations and their duty to safeguard their territory should be respected, not pilloried.

We have long become inured to the machinations of politicians and their decisions that have little scientific, economic or logical basis. It has long been accepted that the attitude of the USA differs from much of the rest of the world on the subject of climate change; California had far more stringent rules on exhaust pollution than anywhere else.

Rather than applaud a supranational body for overriding a sovereign nation state in a matter that is solely that state's concern we should be very worried at the precedent being caused. At an even more local level, there is widespread anxiety about the formation of unitary councils to take over the duties more appropriate to district level.
