Which of the following most accurately describes the problem?

• The Department of Transport is putting together a temporary scheme which will give transport managers a right of audience with the Licensing Authority over the good repute requirement for 0-licence issue.

This is in line with the Arman Report recommendation that transport managers who fail the good repute requirements on the advice of the Licensing Authority should be given a right of appeal.

Primary legislation would be required to introduce this right.
