Which of the following most accurately describes the problem?

• Bob Sturgess, former managing director of hauliers' cooperative Roads, has revealed that he resigned because his bid to buy the organisation was turned down by the board. He has now set up a rival bulk purchasing firin for dery and lubricants, Abbey Fuel Supplies, in Abingdon, Oxfordshire. Unlike Roads, however, it will not have members. Sturgess resigned from Roads in the middle of August after only a year at the helm, Roads has moved back to its original offices in Winchester with a new general manager (CM 23-29 August).

However Sturgess will stay on as managing director of Thames Valley Training, his other company, which shared premises with Roads. He says he does not know why the Roads board turned down his buyout bid, but admits the move would have changed it from a consortium, with members electing a board, to a private company owned by one person, but says this would not have been a problem.

Abbey Fuel Supplies will vet prospective customers before giving them credit.
