I'M astonished to learn that the information which 34 top executives gather on a European study tour arranged by the British Transport Staff College is to be presented and discussed in a closed session, unless the College administrators change their minds. Such a tour, and the accompanying lectures which form part of the course, must be costing thousands of pounds, much of it paid by public, authorities and hence, ultimately, by taxpayers. But when CM asked for access to the presentation session, this was withheld.
Granted that the fortunate members of the course will be able to report back fully to their sponsoring undertakings, but it is a great pity that a wider audience is apparently being rejected on the grounds that course members might be inhibited from speaking freely if outsiders were present.
