Which of the following most accurately describes the problem?

EIGHT out of 14 vehicles belonging to J. F. Peden (Edinburgh) Ltd, were found to be unroadworthy, following a spot check, a public inquiry in Edinburgh called under Section 69, was told this week.

As a result the Scottish LA, Mr A. B. Birnie, curtailed the licence for. 18 vehicles and eight trailers by four vehicles. Mr Raymond Peden, the son of the firm's owner, told the LA that there had possibly been too great an interval between inspections carried out by the firm.
